一、行業主要政策
（1）*、國家*、*等政府部門頒布的《當前國家重點鼓勵發展的產業、產品和技術目錄》（2000年7月27日修訂），把高效輸配水技術及設備制造列入了重點鼓勵發展目錄；

（2）*通過的《裝備制造業振興規劃》（2009年2月4日）、《裝備制造業調整和振興規劃實施細則》（2009年5月12日）等政策性文件。泵行業作為裝備制造業上游行業受到該振興規劃的帶動作用；

（3）*、*和*頒布的《*認定管理辦法》及附件《國家重點支持的*領域》（2008年5月）把在功能、結構上有重大創新的新型泵技術列為國家重點支持的*領域；

二、行業主管部門和行業監管體制

三螺桿泵行業的行政主管部門是國家*，主要負責研究提出工業發展戰略，擬訂工業行業規劃和產業政策并組織實施；指導工業行業技術法規和行業標準的擬訂；指導行業結構調整、行業體制改革、技術進步和技術改造等工作。對三螺桿泵行業進行實際管理和協調的機構是中國通用機械工業協會泵業分會。中國通用機械工業協會是由國內機械制造企業和相關企事業單位組成的全國性行業組織，于1989年4月經國家*門核準登記注冊的全國性社團法人。泵業分會是中國通用機械工業協會的直屬分支機構，接受其，主要負責三螺桿泵行業的產業及市場研究，向政府部門提出產業發展建議，編制、制定泵行業發展規劃和經濟技術政策，推動行業對外交流等。全國泵標準化技術委員會系1995年1月成立，受國家*和管理，主要從事全國性的泵標準化工作的技術與組織工作。前，政府部門和行業協會只對螺桿泵行業實行宏觀管理和政策指導，企業的日常生產和經營管理*是在市場經濟條件下運行。此外，三螺桿泵行業是典型的投資拉動型產業，市場需求受國家宏觀政策，特別是受水利、建筑、能源等行業的宏觀政策影響很大。十二五期間，我國將繼續加大水利等行業的投資力度，《水利發展規劃（2011-2015年）》（以下稱《規劃》）指出要把水利作為公共財政投入重點領域，建立水利投入穩定增長機制，大幅增加水利建設投資，并研究采取擴大水利建設貸款貼息規模等措施。

如何進行三螺桿泵配套機械密封的更換安裝，必須遵循以下幾點：

（1）螺桿泵出廠序列號、機械密封的型號、規格是否正確以及是否為帶有黃山天曼泵業有限公司三螺桿泵機械密封件標識標志，質量是否符合標準；密封安裝前，應確認產品型號及規格與設備要求*

（2）靜環尾部防轉槽端與防轉銷頂部應保持1mm-2mm的軸向間隙，以免緩沖失效。

（3）動、靜環端面用酒精清洗干凈，其余金屬件用汽油清洗并用潔凈的壓縮空氣吹干，仔細檢查務必保證動、靜環密封面沒有任何損傷。損傷和破裂的均不能更換。裝配前，兩件“O”形橡膠密封圈應涂上機械密封標準一層潤滑油膏，動、靜環端面不許涂油。

（4）在安裝密封的軸，腔體及壓蓋等與輔助密封圈接觸處均勻涂油（注：對乙丙橡膠、或介質不允許注入潤滑油的情況下，可涂抹植物油或肥皂水。把機械密封套上軸，按設計的工作高度安裝到位。過壓蓋通孔，采用對角線交叉擰緊方式，用螺栓將整個密封與密封腔體（泵蓋）聯接擰緊機械密封配有輔助系統時，按標示正確連接管路。

（5）在三螺桿泵轉子與泵體的相對位置固定之后，確定機械密封的安裝位置，根據密封的安裝尺寸及靜環在壓蓋中的位置，測算出密封在軸或軸套上的定位尺寸。

（7）將組裝好的靜環部分和動環部分組裝好。

（8）把密封端蓋裝在密封體內，并將螺絲擰緊。

（9）試車：以上步驟完成后，手動盤車三螺桿泵配套機械密封，注意觀察轉矩的變化，以及有無擦碰聲音異常等，以確定是否要重新安裝和調整。

（10）打開閥門，密封腔內通入密封介質，全部排出密封腔的空氣，使密封腔中全部充滿介質，并觀察封有無泄漏情況。
